Yall how to get rauora, I see other ppl using her but she isn’t even in my operators

What are the chances of getting legendary artifacts from instance dungeons, I’ve played about 10-12 of them and I only got legendaries 3 times and it isn’t even the one I want 😭

People are telling me that my power level is low for a level 50 can someone give me some help on what I did wrong?
