Is the open box excellent condition worth buying?

The AMD 4070 32/2 has a price a 2184 open box excellent condition, so what does the excellent condition mean? Or do I wait for it to be restocked and buy the new one itself, and any ideas when it might get restocked. Fyi the price difference is 115 usd.
