[Evoker] Forced to click Fire Breath and Eternity Surge in spell book

I've seen at least one other person with this issue where you cannot use a keybind to use these two spells and cant even click them on your bar. Need to open your spell book in order to activate and/or reactivate them. Does anyone have a solution for this?
