Does spell batching still exist in curren wow?

I was just wondering if spell batching still exists on the wow servers but the time frame has been really reduced, so thats why people saying that it has been removed. So instead of batching having a 200-400 ms time limit, it could have like 10-30 ms.
Wouldn't it make sense to still use it in this way, since it could decrease the load on the servers.
Any people who understand how the newest wow servers work, could explain me if it is possible they are doing it this way, or are they using some other method, and if yes , what?
