Why do people wear sneakers in this weather?

I come from a country where winters are very cold (-40°C on peak cold days). When I came to AA, people talked about winter and how important it is to wear layers to survive the winter. Since January, I started wearing my regular winter boots because it was definitely cold, and for these three days, I started wearing thermal socks, because it is freezing. But I see a lot of people wearing what look like summer sneakers. So I am curious, aren't you guys cold wearing sneakers? Or maybe these are insulated sneakers?
