How consistent is priority Bag handling?

I returned from Europe Saturday, I had PP from CDG to IAD then first class from IAD to DEN both include priority bag handling.

At IAD while having to go though security again and US customs , I got my bag fairly quick but once I reached Denver it was bad.

I probably waited close to 40 mins. At one point I thought they lost my bag despite the text saying my bag arrived in Denver. I was definitely one of the last people to get my bag despite having first class.
