Any signallers and PICOPs

Do you think this new Z.K.L. system would work. It's just basically a T. Cod but you can remotely switch it on and off. If I was to place a T. Cod I would have to place a PLB or Red flag. Would this Z.L.K. system still need a Red flag of sorts.
