Backbone core attribute

I'm working on a Lengmo build for my maxed out Pestilence, so needless to say, I'm looking for a well-rolled Backbone. I'm playing Countdown with targeted loot, but all the Backbones I get are with Skill Tier.

Is this intended? I already have a poorly rolled Backbone with Armor core in my inventory.
