Steam doesn't like infinite warfare

Cod Infinite warfare is one of two games I've ever had to do this. It's been downloading for over 4 hours and constantly stops at 0bps then jumps up then stops again. If I restart the device it'll go fast (60mbps) then goes back into the same routine of stopping and starting. I've tried other games and they dl/install normally, and internet is NOT the issue, so what gives?
