In the manhwa , since the fragments only imbibe their powers to the most powerful humans ie the national level hunters (sjw ofc) but why is Go Gun Hee who being not a national level hunter but a very high S ranker was the medium of The Fragment of Luminosity? Can someone please explain this. Apologies if I went wrong somewhere with the whole concept of the Fragments.
