Strawberry legs and scars

I am 18 and I started waxing and shaving when I was 13. 2 years back my legs started having strawberry legs and then these scars too. I went to a dermatologist but they couldn’t identify the cause and said it was body acne but it was not! I am very insecure about my legs and I have tried everything I could but I can get any solution(left my legs without doing anything to it for a long time, exfoliating it,etc) . Please help me out.
