Cost effective start to army building?

Well aware sisters are one of the most expensive armies, so I'm trying to find a cost effective way to get started. Not after most meta list, I am very ok with having units that give me flex for different situations and changes.

Would Army of Faith, Combat Patrol and Penitent Crusaders Host give me a cost effective entrance to sisters? seems to have a little of everything (without giving me too much of something) except characters and tanks (even though it was 2 rhinos and an exorcist). Or do other boxes exist for more bang for buck?
