Custom Button Mapping on PC?

Are the back buttons customisable as EXTRA inputs like a Steam Controller on PC or are they limited to existing controller buttons like R1, A, Y, X, etc..?

My Steam controller is dipping out on life and I need more unique inputs than a standard XBone controller can provide.
