Why are 7900XTX readily available but anything Nvidia is sold out everywhere?

Is it just because Nvidia stopped producing 40 series and 50 series isn't out yet? Im putting together an 9800x3D build and I'm wondering what GPU is worth the upgrade from my 3080ti to pair with it, or if I should sit tight for the moment.
