Why do people use high beam on their 2W/4W vehicles?

This has been a recurring problem; firstly a lot of streets are not well lit, so I get the why a high beam is used. But this turns into an issue since a lot of Punekars tend to drive fast and blind drivers on the opposite side of the road completely. Does the Police have rules in place to avoid this nuisance?
