What gpu to choose?

FIRST I am new at pc building. I'll build my first pc and my budget is 3500 zloty (Poland currency) it's at about 880$. From what I've seen the best gpu's are the 7600 xt and 4060 but idk which to choose. Thanks in advance for your help. And if you could tell me what cpu to that gpu would be the best I would be happy. I'm not a big fan of DLSS and Ray Tracing and I don't need it. I just want the best gpu that I can get with limit budget 880$ for whole build.
