I Thought Premium Goodie Bags had NC Items in Them

Just curious: Premium Goodie Bags don't always have NC items in them? I feel like the ones I received the last few months were all TVW themed NC items, then one fall wearable, so I just got accustomed to opening NC items. This time, I opened a stamp, which was not very valuable.
