TD/Councilor recommendation in Limerick City?

Can anyone recommend a TD or councilor in the city who is actually helpful? Have an issue I'm trying to sort out and have tried contacting a good few of them. None of them bother to answer their phones or get back to you. Isn't that what they are paid to do? Represent the public?
