Is it legal to sell cigarettes to neighbours (all above legal age) in Ontario?

What are the laws around selling cigarettes to a neighbour(for instance) in a non-retail sense?

My father has been buying cigarettes from a cheap area a bit away and selling them to neighbours for a bit more than what it takes to buy them, but I’m concerned about the legality since I know he doesn’t have a permit and everything I’ve looked up says that there’s big fines, removal of any tobacco, and jail time. He’s already been to jail before and quite honestly I don’t trust this neighbourhood wouldn’t have someone who would try to blackmail him with that if it is a crime. There’s a bunch of assholes around here. I need to make sure he’s safe.

Please don’t just say something without an actual legal precedent too. If a source is available, that would be great.
