Applying for LLM as International Student with 70% average

I am applying for the LLM at University of Windsor as an International student (Australia). I failed a few subjects in my first 2 years (5 year degree) as I was going through shit and my average comes to around 70.375 percent. Is this competitive enough to get in? The dean of my law school is willing to provide me a pretty decent recommendation.
