Cover saves vs Obscured

So a situation I've found myself in a few times now and I'm wondering if I'm playing the rules correctly. I'll try to paint the picture for everyone. So my model is currently concealed behind heavy cover so I'm not a valid target but an enemy is up on a vantage point, I move out, flip to engage and take a shot. The enemy doesn't die but I know he will shoot me back on his activation so when I dash back into the heavy terrain, isn't it better to step an inch away from the cover to force an obscured shot rather than hugging the cover for a cover save (assuming I'm a valid target in both cases) it just seems more sensible to force them to make an obscured shot rather than a cover saves shot... am I right or got some rules mixed up?
