Oil fired furnace pouring smoke from damper

So just like the title says, my furnace is pouring smoke into the basement and rest of the house when it kicks on. Now I have it shut off and cleaned the pipe to the chimney, now my question is, would that be a problem with my chimney itself (ie. does it need to be sweeped, which I plan on doing anyway) or is it going to be a problem in the actual furnace? Just to add as it may be helpful, the smoke is a blueish white not black and the oil filter was changed just last year.
