Did Not Get Trainee Position

So I failed to get a job as a trainee in my county in Northern California. I did however obtain my certification to be trainee in the state, and I would like to try an utilize my investment. Are there any trainee jobs that are not county jobs? Has anyone else gotten a trainee job after multiple attempts at the same county?
