How to apply when my undergrade program grade very strictly

I recently graduated from a university in Vietnam and the rank #1 student of my batch had a GPA of 3.47/4.00. None graduated with the highest distinction and only 6/94 graduated with the 2nd highest standing.

My average GPA was 2.61 and final year GPA was 2.89, it's nothing to be proud of tbh but my grades have sustainly improved over the years. I am trying to get in a Master's biomed program in the US, my undergrad major was dentistry.

Will grad schools in the US consider the strict grading system of my university? How do I best communicate this in my application. I won't be able to write the GRE or do other supplemental courses in time for next year application cycle.
