Thoughts on the council's new hairbrained bin scheme?

Was just walking home and saw these cropping up all over the Haghill area, got the leaflet through the door yesterday but cannot believe these have been chucked in as quick.

Anyone got any experience with this kind of thing, can't help but think this is just avoiding the rat and refuse issues by moving the problem. They've placed one of these things out front of my window, can't wait for the smell, especially off the food waste bin, in the summer.
