Micro-needling my dick

So I have a dry cracked head from circumcision. I hate how rough it feels. I wonder if micro-needling it with a low pin count low speed etc would be effective at increasing angiogenesis bringing blood to the surface along with collagen while breaking down the old bad/cracked tissue
