Is this “pruned”?

Hi, our landscaper offered to pruned our crepe Myrtle in North Carolina and this is what we got - is this normal? I was not expecting this at all, more of a trim/shaping. Is it me or is this very aggressive? I’m worried it will take more than a year to come back back. Before and after pics included.
