Rigging question

I have a 5 weight 9 foot rod, and I’m struggling to rig my wooly bugger streamers properly, I can never get it to move properly when I’m casting if that makes sense. It almost seems too heavy, someone recommended 4 feet of 4x line but that doesn’t work, any tips ?
