Help with marriage quest.

So my partner and I both have the standard free promise of innocence and have completed the prior MSQ and we are both above level 50 but the quest line is still red and we can’t accept it and we are in a party.

I’ve tried everything to get this quest line going but nothing works.

Any help would be appreciated.
