Asked to protest on 2/17, but nervous about violating the Hatch Act.

I can’t find info on this. One of our representatives is holding a rally on Monday 2/17, but I’m worried my attendance will violate the Hatch Act. Since the government pays for our time off on holidays (in the “other leave” category in our payroll system), does that technically put us in a pay status on holidays, and thus prohibit us from engaging in political demonstration?
