Priority Mail

Why is it every time I ship priority it takes longer than if I sent something 1st class or parcel? Customer is waiting over a week for an item that they still didn't receive, and tracking says it never left the post office where I dropped it off. The PO told me it is not there and just didn't get scanned along the way yet. Isn't Priority supposed to be guaranteed to get somewhere by a certain time?
