Patient Paralysed Hospital Mistake

I am writing this post in the hope of getting some help with a situation of one of the big hospitals in dubai.
A friend of mine had his wife do a neck surgery for a bulging disc (laser non surgical) and was told that she would be out the next day. The surgeon never mentioned anything about any possible complications and claimed that she will go back to her usual routine the next day.
She did the operation on 21 june and till today she is still hospitalized because of complications from the surgery that caused damage in the spine and made her unable to walk and half paralyzed. She can only move with the help of a walker. She basically lost all feelings in her left side.
They keep assuring him that everything is fine and that she will be back to normal soon but till this day there are no improvements. They are also refusing to own up to the expenses of her treatment or even providing him with a detailed report of her medical condition or what went wrong during the operation.
Today the hospital had my friend meet their lawyer and asked him to aign a document renouncing all and any responsibility for her condition. The lawyer claimed that they signed a waiver before the operation that absolves them of any wrongdoing. My friend refused to sign it hence she is stuck in the hospital for now.
My friend sid file a DHA complaint but that will take some time until a committee is formed and assesses the medical condition.
I am looking for advice for my friend on what would be the best approach to make sure that his wife gets the right treatment physically and mentally especially that she’s also a mother of 3 and a working mom as well.
