Less than minimum wage experience

Most of the companies in South Asia usually pay employee less than the minimum salary set up by the wage of the government. And usually graduates at the initial phase of their career takes this job because it their only option available. How can people who came with this kinds of scenario are showing their experience as I have saw few companies not even filing tax on the employee behalf?
