Investigate the replay assist

How did this go to replay assist and not become a first down. This play is THE turning point in the fourth quarter (not getting this put the Bills from 65% to win to 40%). Not to mention the mental effect this would have on the players putting their heart on the line. I love this sport but this can’t happen on this level.
