Am i cooked ?

Either my new pc is defective, my optimizations are off, but i cant seem to get bo6 running smooth, I have an i9 14900k 4080 super DDR5 48gig. I have micro stutters on every setting. It will run smooth for 3-4 sec then a micro stutter that throws of the flow of the game. All my other games run smooth so far on max settings.
