Is the substrate supposed to be moist all the time?

I’m scared that her enclosure is too “wet”. I have been doing the water in 4 corners and kind of like re-mixing the soil so that it’s more even and water isn’t just sitting at the bottom, but is that okay? The soil is not wet, just moist and not dry at all. I’m getting my hygrometer tomorrow (rescued my noodle and wasn’t prepared). But for now I’m asking for your thoughts and advice. Her colder hide has moss in it, a little bed of moss and I also made that wet… I’m worried that I’m not doing it right. She’s still getting all her privacy so that she’ll get used to her new home, so we haven’t handled her at all, so I’m not sure how her scales are doing at the moment since she’s always hiding
