Is this due to low water pressure?

Is this purely water pressure related?

Decided to replace my faucet upstairs. The old ones diverter was stuck shut after months of not using it. Before I replaced it, the faucet flowed the same way it is in the picture. I thought putting a new one on may help the issue. It did not. I followed the directions and made sure everything was sealed and tight. Is this just due to low water pressure? How can I fix low water pressure in an old bungalow?
