Is this crate too big for him?

He is maybe 8 pounds. He is 9 months old. The crate is 36” L x 23” W x 25” H. He slept in it last night, right now he’s sitting in his bed. He doesn’t cry or try to escape. But when he first gets in, he just stands 2 feet on the bed, 2 feet on the blanket (as shown) for 10 mins. I’m asking bc on the Yorkie info centre, it says it’s not recommended to put them in there, on another site it says it’s best to have the crate only fit the bed… but I want him to play in there too, not feel trapped etc. He isn’t fully potty trained, he used to 90% of the time pee on the pads, recently (last week) he started to pee with a leg raised and he constantly is peeing everywhere now, like every 20 mins, he’ll put his leg up but not release anything/only 3 drops. If you have any other advice, let me know. This is his first crate, he had a carrier that he liked to sleep in and play in but he got big for it now (he was 2-6 months for that one)
