Why can’t I get below a certain weight

I am trying to cut weight as I’m sure many people are, but can’t seem to get below 204-205 lbs. I will list what I’m doing to lose weight below.

First off, I am 6’1 205 lbs. I was 225 lbs in August. I am what many would consider skinny fat.

Workout 6 days a week, 1.)push, 2.)pull, 3.)heavy legs, 4.)push 5.)pull 6.) rest 7.) push

Cardio 5 days a week. (Maximum incline walking for 2, 15 minute durations before and after lifting.) or (15 minute incline walk/ 1.5 mile run)

I don’t eat more than 3300 calories a day. I struggle to hit my protein goals, usually getting anywhere from 150-175 grams.

If anybody has any advice, I’d be happy to hear it. I’ve heard going to the gym on an empty stomach first thing in the morning is good bcuz your muscles don’t have many glycogen stores to burn through, which then will use fat.
