Will There Ever Be an Offline Mode?

With the player count lowering and the Content Pass appearing to not be able to finish on time, the game's health is concerning.

Will an offline mode ever be added to guarantee we can still play the game and use the cosmetics we have purchased? Bots aren't even needed imo since we can already launch Custom Games and Museum Mode without others.
