What's the Point of Discipline and Leader Trait?

The Lw-Jäger Führer e.g. have the leader trait and the discipline trait. ...Why?

The description says that the leader trait prevents units from surrendering (plus other advantages) and the discipline trait does the same (within a smaller area, mind you).

So why have both?
