Why isn’t dio doing anything?

In part 1 he was actively doing stuff trying to take over the world with zombies but in part 3 so far where I’m at he’s been chilling in his hideout. Even when they’re in Egypt he’s not doing much himself he’s just kinda behind the scenes while he sends the stand users to kill everyone.
