How were Shoretroopers better than Scout troopers and Stormtroopers?

How were Shoretroopers better than Scout troopers and Stormtroopers, particularly for the areas that they were deployed in? Were the armours different? Why could Scout troopers and Stormtroopers not be deployed for the same tasks?
