Why is one ice move super effective but the other isn't ??

I don't think I've ever seen this happen before while playing a Pokemon game. I was so confused when I saw it that I just had to come ask, does anyone know why Freeze Dry is Super Effective but Ice Fang is "Not Very effective" against Guzma's Golisopod?
