Srilankan maid’s passport kept with agency

I know a srilankan lady who came here through an agency to work as a maid, she was in a really bad situation where 2 ladies who were apparently running a maid agency and kept maids in a single room with no AC light etc and would send these maids for work to people’s houses and keep the money they earned to themselves.

Somehow this lady managed to escape but that agency kept her passport and said they need 1400 omr to give it back. This lady then tried contacting the embassy but no one helped her.

Anyone has any suggestions on what to do? I was thinking she could go to those ladies and tell them she is going to involve a lawyer and file a case if they don’t hand over her passport.
