Changing major/minor skills help

I wanted to make alteration one of my minor skills instead of enchanting. For some reason my mage character does not have alteration as a major or minor skill and I am starting to find it annoying so I wanted to change it. The tilde commands "enablestatreviewmenu" and "enableclassmenu" allow me to change my major/minor skills and my class, but it does not seem to save it. I have tried multiple times and when I go into the menu I still have my old class with my old skills. So my question is, how do I change my class if those two tilde commands don't work?

Tl;dr- I need to alter my class skills, the tilde commands to do so don't seem to save, what do?
