Hooks more important than Tanking?

A lot of times, when there's a Franco in team, I notice they care more about hooks rather than tanking or winning. If they miss a hook, they can still support the team by locking down the mm or hyper with ulti but most don't. Do you guys face this? (I'm in myth 25 stars for reference)
