Stainless Steel Siege Defense - Ai Doesn’t attack

When defending my city and entering the battle the attacking AI just drops their siege equipment and runs away. They don’t attack my settlement (even balance of power is in their favor) I need to pull my troops out and fight them outside the city.

Anyone got a clue why this happens in stainless steel 6.4?
