Could Mahoraga adapt to create new abilities?

Could Mahoraga adapt enough to make new abilities?

We see him adapt and create the WCS, during the time we knew Mahoraga, shooting off slashes like Sukuna was never in his moveset until that point of adapting to Infinity. So, could Mahoraga theoretically make new moves via adaptation? Or is it dependent on users? For example, since Sukuna was Maho's owner at that point, his move developed as a slash, if Gojo had Maho, would Maho adapt enough to use some form of limitless?
