Freelancer seeking Job opportunities/advice

I hope you all are having a great weekend. I don't know if this is the appropriate forum to make this post, but I saw no rule preventing it in the sidebar, so going ahead and making this post.
I am (M35) a Freelance Business Analyst/Technical Writer and Product Manager who started working Freelance since COVID. I am not a professional developer, but have a degree in CS and have worked in predominantly non-coding verticals within the domain of Enterprise Software Development.
Initially, I was doing very well and the work was Financially very rewarding but not helpful in honing my technical skills. Before going Freelance, I also have had pretty disjointed experience with me working at most 1 - 1.5 years at the same company. This is because of some personal medical reasons. I have around 7 years of total relevant experience.
Since my work is freelance, I have been working from home. I stay in a tier-2 city. Since the lull on my professional front, I have been working on upskilling namely -
- PSPO (Professional Scrum Product Owner) - 1 - Completed
- Google Project Management - Almost Completed
- Google UX certification - In progress
My question is, and maybe it can prove to be helpful to other Freelancers in the same position as me, the following -
What steps do I take to transition to full-time ?
- How do I change my resume/cover letter ?
I am not even being able to secure an interview currently (Presumably because of my Freelance status) otherwise my resume and skillset are pretty OK. I am Top Rated Plus on Upwork
How do I manage my expectations regarding compensation and convey the same to prospective employers? (Made around $8000 up until now these past 12 months but had made around $23000 the previous year.)
How do I explain my brief tenure in every work engagement that I have had?
Not trying to solicit, especially if it's against the norms here, but I am pretty desperate for any sort of engagment/employment opportunity, and anything that the good people of this subreddit can do to facilitate that makes it happen would be greatly appreciated. Because of the urgency, I am willing to lower my rate/salary expectations for the right opportunity.
